Things to Know Before You Apply

Am I eligible?

All new LifeLine program subscribers must demonstrate their eligibility. It is as easy as providing your income qualifications (see income restrictions here) or your participation in a qualifying program (please see “How do I qualify?” below). Some states may be able to quickly confirm your eligibility online without submitting further proof.

How do I enroll?

SafeLink makes enrollment easy. Enter your zip code in the yellow banner below. If required, submit proof of eligibility online (see “What documentation is needed?” below). Once your application is submitted, you will receive an online enrollment ID. Use it to log in to “My Account” then click “Submit Documentation” to send your proof.

How do I qualify?

Qualifying for Lifeline services varies by state, but your income must be at or below 135% of the Federal Poverty Guidelines or if you currently participate in a qualifying public assistance program. Please see each state’s restrictions in our FAQ section here.

Program Qualifications (Vary by State)

  • Medicaid
  • Supplemental Nutrition Assistance Program (Food Stamps or SNAP)
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (Section 8)
  • Veterans and Survivors Pension Benefit
  • Bureau of Indian Affairs General Assistance
  • Tribally Administered Temporary Assistance for Needy Families (TTANF)
  • Tribal Head Start 
  • Other assistance programs in 
your state



What documentation is needed?

Depending on your qualification type, several documents can be used as proof (only one is necessary). If you qualify via program qualification, submit any of the three items shown. Simply take a photo, scan or make a copy of yours.

If you qualify by household income, any one of the multiple income qualification samples may be submitted. Just take a photo, scan or make
 a copy.

Program Qualifications

  • Your program card showing your name and the program
  • A document with your program ID, name and benefit name
  • A letter from State Agency stating you receive the benefit

Don't Forget!

Your proof MUST be current and include your name and benefit name.

Your submitted proof MUST be clear and legible. We are unable to process it if not. Please do not send originals – only copies.

  • Last year’s income tax form
  • Social Security statement of benefits
  • Unemployment/Worker’s Compensation statement of benefits
  • Divorce decree
  • Child support award
  • Retirement/Pension statement of benefits
  • Veterans Administration statement of benefits
  • Federal or Tribal notice letter of participation in General Assistance
  • Other official document showing income information
